Public Notice Requirement for 2020 Rebuild Florida Mitigation 
General Infrastructure Program Grant Application For the City of Sebastian 

PRESS RELEASE

The City of Sebastian will be pursuing grant funding from the Rebuild Florida Mitigation General Infrastructure Program under the State of Florida’s Department of Economic Opportunity (DEO).  This is part of a $475-million grant of the U.S. Department of Housing and Urban Development’s Community Development Block Grant – Mitigation allocation, better known as CDBG-MIT.

According to the Florida DEO, the purpose of this grant program is “to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters.”.  The Florida DEO has identified flooding, severe storms, tropical cyclones, coastal erosion, and wildfires as the most significant risks to Floridians. This program is intended to help Florida communities harden critical infrastructure to guard against these risks.

The City of Sebastian will be asking for funds for the restoration of approximately 8.15 miles of the Collier Creek/Elkcam Canal including channel bank repair, channel restoration, muck removal, and sediment dredging, and habitat restoration, littoral shelf reconstruction, creation of a self-maintaining channel, and outfall stabilization. The total project cost is estimated to be $22,838,723. It is the City’s intent to request these funds from the CDBG-MIT grant program.

As required by the CDBG-MIT, public comments and/or input will be accepted for fourteen days after this notice posting, no later than Friday, September 11, 2020.  Interested parties may obtain a draft of the proposed CDBG-MIT application or provide comments regarding this project by emailing Ken Griffin, City Engineer & Director of Public Works at kgriffin@cityofsebastian.org.
