[ARCHIVED] Public Comment Period Notice 2021/2022 CDBG Action Plan

The City of Sebastian is adopting the Annual Action Plan for entitlement Community Development Block Grant (CDBG) requirements. The City is seeking input from potential stakeholders and the public on the needs of low-income citizens.

The City of Sebastian is adopting the Annual Action Plan for entitlement Community Development Block Grant (CDBG) requirements. The City is seeking input from potential stakeholders and the public on the needs of low-income citizens. Approximately $133,517 of regular CDBG funding is available to the City for improvements that benefit low-income citizens of the City. These funds must be used for one of the following purposes:

1. To benefit low-income persons; or

2. To aid in the prevention or elimination of slums or blight; or

3. To meet other community development needs of a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community.

A public hearing will be held on June 23, 2021, in City Council Chambers at 1225 Main Street Sebastian, Florida 32958 at 6:00PM or as soon as may be heard thereafter, for community organizations and the public to provide input into the action plan after the public hearing. A draft plan has been developed based upon those comments. Based on the public and staff input the activities proposed include needed housing repairs for veterans, elderly, and special needs. The rising cost of construction and the number of applicants for these limited funds has led the City to apply all funds to owner occupied housing rehabilitation. The focus is veterans, elderly and the disabled. Repairs for code, safety and health can be eligible. This will also help the City meet its goal of spending 70% of CDBG funds on LMI benefit.
